How does one define power ? This is a ridiculous exercise : it compares totally incomparable people and functions and is - indirectly - another illustration of American arrogance and imperialist thinking.
And what is the practical use of such lists ? Strictly none, except for the fact that it supplies jobs for a small army of analysts. Period.
